Temporary Workers Can Now Bring Their Families To Canada

Initially, temporary workers in a low-wage occupations couldn’t bring their families to Canada. Starting in January, temporary workers can bring their families through a temporary policy for two years. This measure not only helps the workers live with their families but also enables employers here to fill labour shortages. 

Expanding Eligibility of Temporary Work Permits 

The Canadian federal government wants to address the ever-increasing labour shortages and economic gaps. Thus, they brought forth a new temporary policy that would be effective from January 2023. This policy is valid for two years. 

According to the policy, people applying for temporary work permits can bring their families to Canada. This was initially permissible to those applying for high-skill occupations. Low-wage workers can now also bring their spouses and children in January. 

Why was this Temporary Measure Important?

The backlog of applications during the pandemic caused critical labour shortages & economic gaps throughout Canada. Employers needed help finding the workers they needed. This is where the temporary policy comes into play. 

Temporary workers in the low-wage occupation prefer to stay with their families. It acts as a boost for their physical health, emotional well-being and financial stability. By letting them bring their families, this temporary measure will encourage more workers to apply for temporary work permits in Canada. 

Implementation of This New Temporary Work Permit Policy

Temporary work permits can make the most of this policy from January 2023. The implementation consists of three phases: 

Phase 1

Some temporary workers from the high-skill occupations group could bring their spouses with them to Canada. The first phase lets them bring their families as well. 

Phase 2

Workers from low-wage occupations come next. They can bring their family members through the Temporary Foreign Worker Program. The sectors included in tourism, hospitality and some healthcare positions. 

Phase 3

Agricultural workers constitute the largest share of workers in the program. So, the third phase focuses on expanding the measure to families of agricultural workers. 

According to statistics, there were almost a million job vacancies at the halfway point of 2022. The New NOC System Commences from 16th November 2022

Canada is all set to apply the new NOC system from 16th November 2022. According to the February 2022 IRCC Memo, 16 new occupations will be eligible and 3 ineligible under the Express Entry system. 

NOC determines the eligibility of candidates for Canadian immigration programs. It classifies the jobs of applicants according to codes. The codes are then grouped together on the basis of the applicant’s job duties and the nature of work. That means you have to choose the right NOC code for successful Express Entry applications. 

The IRCC, however, will now evaluate an applicant's eligibility based on the new National Occupation Classification or NOC system. Thus, it is mandatory for you to understand the updated requirements for the Express Entry application according to the changes in the NOC system. 

What are the New Changes in the New NOC System as of 16th November 2022?

Initially, applicants had to have work experience in occupational skill levels A, B, C, D or O. according to the new system, the occupations of applicants will be classified on the basis of TEER or Training, Education, Experience and Responsibilities.

As you can see from the above table, the new NOC introduces a new five-digit hierarchical structure, thereby updating the previous 4-digit skill level structure followed by the IRCC. 

A Glimpse of the Changes in the new TEER System 

Here is what each TEER represents so you find the right TEER level as per the new NOC system:

TEER 0 Management occupations which require considerable years of experience, responsibilities and expertise in resource planning and directing.
TEER 1 A University degree is mandatory and also includes applicants in TEER 2 from related occupations.
TEER 2 Post-secondary education of two or three years is mandatory along with apprenticeship training at least for two years and includes occupations with supervisory and safety responsibilities.
TEER 3 Occupations that require less than two years of post-secondary education, specific work experience, on-the-job training or a training course of more than six months
TEER 4 OR TEER 5 Occupations where a high school diploma or no formal education is necessary.

16 New Occupations are Now Eligible for Canadian Permanent Residency

Labour shortages have been a serious concern since the pandemic. Thus, the Canadian Government has brought forth the new NOC system, which is finally applicable from 16th November 2022 and has brought great news for immigrants. This system will encourage more immigrants to apply for Canadian immigration, thereby addressing the acute labour shortages.

The IRCC will now assess your eligibility on the basis of TEER or Training, Education, Experience and Responsibilities (the new NOC). Occupations in TEERs 0, 1, 2 and 3 are allowed to apply for Express Entry programs. IRCC uses NOC to assess the occupational eligibility of candidates under temporary and permanent residency programs.

Earlier, the IRCC determined the eligibility of candidates based on skill levels A, B, C, D or O. The new NOC system classifies categories based on Training, Education, Experience and Responsibilities. It has made 16 new occupations eligible and 3 ineligible for the Express Entry system.
